Heat the olive oil over medium heat in a large skillet. Add the chopped onion, garlic, and sauté until softened for about 3-4 minutes.
Add the ground beef and cook until browned, breaking it up with a spoon as it cooks. Drain any excess fat.
Add Spices
Add salt, black pepper, paprika, oregano, and basil to the beef mixture. Stir well to combine.
Combine Ingredients
Add the beef mixture to the bowl with the cabbage and rice. Stir until everything is evenly combined.
Assemble the Casserole
Spread half of the cabbage mixture in a 9x13-inch baking dish. Pour half of the tomato sauce over the mixture. Repeat this with the remaining cabbage mixture and top it with tomato sauce.
Bake
Cover the dish with aluminum foil and cook in the oven for 45 minutes. Remove the foil and bake for 15 minutes until the rice is cooked and the cabbage is tender.
Add Cheese
(Optional): If using, sprinkle the shredded mozzarella cheese over the top of the casserole during the last 15 minutes of baking.

Allow the casserole to cool for a few minutes before serving. Enjoy!
